A PRICE FOR THE AFFLUENT AND ANOTHER FOR THE UNDERPRIVILEGED?


With only one member of the Sangguniang Panlalawigan from the second district of Bohol not having responded to the Roll Call made by the Secretary of the provincial legislative body, the Presiding Officer then declared a quorum to the second regular session for the month of February this year. Officially, the session began fifteen minutes after 12:00 o’clock in the afternoon.

There was one very important legislative action of the Sangguniang Panlalawigan of our province that was taken up in last Friday’s regular session. Thru a resolution, Governor Chatto is now authorized to represent the province by way of signing a Memorandum of Agreement with the Department of Environment and Natural Resources. This is about the institutionalization of titling our public lands and improvement in land administration in our province.

If this project pushes thru, the woes of our ordinary Boholanos in the aspect of land management become a thing of the past. Land titles would already be issued to landowners at a very minimal cost. It does not only increase the zonal valuation of their respective landholdings. Definitely, boundary disputes are minimized to the lowest level.

Landowners may now already be interested in the development of their respective landholdings. Their titled lot can now be made as collaterals for loans with banking institutions if only to come up with backyard projects for the family.

Short Cuts have been hearing about an almost the same complaint throughout the province coming from our oil/fuel consumers. This is about the cost of diesel and gasoline in our province. Accordingly, these items cost less in Talibon and Ubay. And, although these products are delivered from Cebu to Tagbilaran, city and interior town residents, like LGU Carmen, are paying more as compared to those residents of Talibon and Ubay.

Taking cue from the complaint, the Sangguniang Panlalawigan, by way of an en masse motion, adopted a resolution addressed to all oil companies in Manila for the reduction of oil prices in the entire province of Bohol. The same resolution also asked representatives from the same oil companies in Manila to attend in one of the Pre Session meetings of the provincial lawmaking body for them to clear matters of general concern in the province.
