Noynoy to speak at IBP regional confab
LIBERAL PARTY standard bearer Sen. Benigno “Noynoy” Aquino III has confirmed his attendance as Guest Speaker during the 9th Eastern Visayas Regional Convention of the Integrated Bar of the Philippines (IBP) on March 11-13, 2010 at the Bohol Tropics Resort, Tagbilaran City.
This was announced by Atty. Mitchell John “Boloy” Boiser, IBP-Bohol Chapter President.
Boiser said the local chapter is pleased with the confirmation of Sen. “Noynoy” as their Speaker. They expect about 500 lawyers from the Eastern and Western Visayas Regions among others, to attend the convention.
The Eastern Visayas Region is composed of the following chapters: Biliran, Cebu Province, Cebu City, Samar, Eastern Samar, Northern Samar, Leyte, and Southern Leyte.
The Theme of the convention is: “IBP: Leading Society’s Moral Regeneration”.
Meanwhile, Boiser is appealing to all its members to attend and be part of the convention being the host chapter.
In other related stories, Boiser attended the 19th House of Delegates Annual Convention in Puerto Princesa City last January 28-30, 2010.
The House of Delegates is composed of all the Chapter Presidents of the IBP and other additional delegates of the different chapters in the country based on the population of the respective chapters.
Submitted for consideration during the convention were the proposed amendments to some provisions of the IBP By-Laws. However, after the presentation on the proposed amendments were tackled, lawyer Roland B. Inting, Governor for Eastern Visayas moved that the House of Delegates should take a stand on the planned appointment of the Chief Justice in waiting after the May 17, 2010 retirement of Chief Justice Reynato Puno. Inting underscored the sensitivity and paramount importance of the issue.
He adopted the stand of 5 former IBP National Presidents and stressed that the incumbent President cannot appoint the next Chief Justice after the retirement of Chief Justice Puno because of the expressed constitutional prohibition.
Every delegate who wished to air his opinion was given the privilege to express his or her sentiments. However, the delegates of the Eastern and Western Visayas Region in a prior joint session presided by Inting were unanimous in their stand that the incumbent President should not appoint the next Chief Justice because of the constitution ban and on grounds of “delicadesa.”
This position was not objected to during the plenary session of the House.
