Herrera bats for more small

water impounding projects

Vice-Gov. Julius Herrera bats for more small water impounding projects (SWIP) in a bid to help lessen the impact of El Nino phenomenon that is wrecking havoc to farmlands nationwide.

Herrera, chair of the agriculture committee of the provincial board, said over the weekend that the SWIPs are concrete step towards mitigating the dry spell and they are immediate to respond to the needs of the farmers.

Bohol is one of what the Department of Agrciulture called “moderately vulnerable” area, along with Abra, Apayao, Benguet, Ifugao, Mt. Province, Isabela, Nueva Vizcaya, Quirino, Batangas, Laguna, Quezon, Romblon, Sorsogon, Aklan, Antique, Samar, Zamboanga Norte, Zamboanga Sibugay, Zamboanga Sur, Bukidnon, Davao Oriental, Davao Sur and Davao City.

The “highly vulnerable” areas include Ilocos Sur, Ilocos Norte, La Union, Pangasinan, Cagayan, Aurora , Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales, Cavite, Rizal, Occidental Mindoro, Palawan, Capiz, Iloilo, Negros Occidental, Misamis Oriental, Zamboanga City, Sarangani and South Cotabato, the DA said.

The province of Bohol has not reported yet any damage caused by El Nino, said Larry Pamugas of the Office of the Provincial Agriculturist in an interview.

The OPA met with agricultural officers last week and tackled the dry spell.

Pamugas said that many rice farmers have already harvested their produce.

Herrera added that the provincial government under the administration of Gov. Erico Aumentado has been putting priority by earmarking funds for the installation and rehabilitation of SWIPs province-wide.

This is in a form of sharing scheme with the National Irrigation Administration and the irrigators association. He said that if given a chance to serve the province for more years he will give priority and pour more funds to construct more SWIPs.

Meanwhile, the vice-governor said he welcomed the DA’s move of the Agricultural Credit Policy Council facilitating and providing loan package to 21 farmers’ cooperatives and people’s organizations in the province of Bohol under the “Agriculture Microfinance Program in Bohol II” program.

“Funded by the ACPC through a Memorandum of Agreement (MOA) signed on July 9, 2009, the P15 million program is being implemented by the Bohol Local Development Foundation, Inc. (BLDF) and the Bohol Federation of Women Cooperatives (BFWC),” the DA said. (RVO)
