There was one very important legislative action of the Sangguniang Panlalawigan of our province that was taken up in last Friday’s regular session. Thru a resolution, Governor Chatto is now authorized to represent the province by way of signing a Memorandum of Agreement with the Department of Environment and Natural Resources. This is about the institutionalization of titling our public lands and improvement in land administration in our province.

If this project pushes thru, the woes of our ordinary Boholanos in the aspect of land management become a thing of the past. Land titles would already be issued to landowners at a very minimal cost. It does not only increase the zonal valuation of their respective landholdings. Definitely, boundary disputes are minimized to the lowest level.

Landowners may now already be interested in the development of their respective landholdings. Their titled lot can now be made as collaterals for loans with banking institutions if only to come up with backyard projects for the family.

Short Cuts have been hearing about an almost the same complaint throughout the province coming from our oil/fuel consumers. This is about the cost of diesel and gasoline in our province. Accordingly, these items cost less in Talibon and Ubay. And, although these products are delivered from Cebu to Tagbilaran, city and interior town residents, like LGU Carmen, are paying more as compared to those residents of Talibon and Ubay.

Is this a case of a price for the affluent and another price for the underprivileged?

Taking cue from the complaint, the Sangguniang Panlalawigan, by way of an en masse motion, adopted a resolution addressed to all oil companies in Manila for the reduction of oil prices in the entire province of Bohol. The same resolution also asked representatives from the same oil companies in Manila to attend in one of the Pre Session meetings of the provincial lawmaking body for them to clear matters of general concern in the province.

Earlier, COA Director Susan Garcia wrote letters of inquiry to first district mayors as part of a government-wide performance audit on projects implemented during calendar years 2007-2009.

In her letters to the different mayors, Garcia disclosed that certain amounts were released to the Kabuhayan at Kalusugan Alay sa Masa Foundation, Inc. (KKAMFI) out of the priority development assistance fund (PDAF) of then congressman and now Gov. Edgar Chatto.

Among the activities reportedly undertaken by KKAMFI was the distribution of Livelihood Assistance Technology Kits to various recipients residing in the first district and distributed sometime between Jan. 25-28, 2010.

In his letter to Garcia, Baclayon Mayor Alvin Uy said available records and per investigation, “there were no kits distributed on the period alleged.”

Uy also said that among the list of recipients were “unlikely names” like two-term Councilor Romulo Balankig and his sister, lawyer Denia Gracia Uy who is based in Manila.

As it turned out, several supposed beneficiaries have denied receiving the kits.

Tagbilaran Mayor Dan Lim, who has declared that he will actively pursue the issue, described the project as “miraculous.”

Lim said that the dates of distribution did not tally with the claims of beneficiaries who now swear that they have received the kits.

“The problem is not with those who received the kits. It is about those whose signatures appeared in the list of beneficiaries but who now insist that they did not receive it,” he added.

The mayor said there were four categories of people listed as beneficiaries.

First, he said there are the beneficiaries who swear that they received the kits.

Second, there are those whose signatures appeared in the list but claim they did not receive it and not the ones who signed it.

Third, there are names of people who are actually residents of another town where some beneficiaries listed in mountain barangays were actually residents of island barangays.

Lastly, there are people who were already living abroad when the kits were supposedly distributed.

“Who are the people behind KKAMFI? What was the basis for choosing them as conduit for the project?” Lim asked.

The mayor said he is not yet looking into the amount involved in the project.

“Let us assume that the project is good and has benefited many people. But is it not incumbent upon a public official to be very cautious in dispensing public funds,” he asked.

Lim said the project is increasingly becoming suspicious not only because Chatto and his allies have refused to talk about the issue.

“It is more suspicious because they are now engaged in an attempt to condition the minds of the people that most beneficiaries actually received the kits which borders on a cover-up,” he added.

Lim said an official who has nothing to hide will be the first one to call for a neutral investigation to be conducted by the appropriate agency.

The mayor, however, declared that he will do what it takes to make sure that those who have committed wrongdoings will be made accountable.

Lim said he is considering filing a case against prominent people whose inclusion in the list is questionable.

He also warned government officials against involvement in possible cover-up activities because the long arm of the law will catch up with them.

Aumentado separately met with the two officials last week.

The multi-purpose dam is a component of the solon’s next mega project, the Bohol Irrigation Project Phase 3 (BHIP 3).

The proposal for funding of the multi-purpose dam project by Koica already has the endorsement from the Central Visayas Regional Development Council (RDC 7) chaired by Cebu Gov. Gwendolyn Garcia in Resolution No. 58, S. 2011 dated Nov. 28, 2011.

The solon’s letter to Tungpalan said in the pre-FS conducted by the National Irrigation Administration Region 7 Office (NIA 7), then under Engr. Modesto Membreve, had projected that the dam can irrigate another 19.071 hectares more of rice fields in the towns of Danao at 1,353 has., San Miguel, 3,520.92 has., Trinidad, 5,045.59 has., Dagohoy, 1,770.5 has., Bien Unido, 1,896.12 has. and Ubay, 4,530.2 has.

Parallel pre-FSs conducted by private companies also projected that the dam can generate 10 megawatts of hydroelectric power and provide domestic water supply for Danao, Dagohoy and San Miguel.

The dam can also serve as a flood control facility for the low-lying areas in Danao, Dagohoy San Miguel and Inabanga even as it can be developed into a major agri-tourism destination in Bohol’s 2nd District.

The dam site is located in a huge water basin abutting Carmen, Dagohoy, Danao and San Miguel – towns that used to be the sanctuary of New People’s Army rebels before Aumentado’s watch as governor from 2001 to 2010. Turning the basin into the dam reservoir, the solon said, would deny these rebels the access to their hideout.

Earlier, the solon had solicited the support of Public Works and Highways Secretary Rogelio Singson for the flood control component. He said Singson vowed to convince Agriculture Secretary Proceso Alcala and NIA Administrator Antonio Nangel to pursue the project.

To note, upon his recommendation, a P106-million road project is undergoing construction by DPWH. It is a major support infrastructure for the BNBMPD and the Extreme Adventure Tourism (EAT-Danao) destination – now the center of adventure tourism in Central Visayas.

This new highway linking Danao with the Chocolate Hills in Carmen will be concreted this year. From Concepcion in Danao, it goes to Buenavista in Carmen. The other section goes from Concepcion, Danao to San Vicente in Dagohoy. They are undertaken by LEDA Construction and Labunog Construction respectively.

The Getafe town side of the highway will also be concrete paved as another support infrastructure for the Getafe fastcraft port and the proposed Getafe-Talibon Special Economic Zone.

The solon added that the major irrigation facility will boost Bohol’s claim as the rice granary of the region, in the process enhancing the food security program of the Aquino administration.

He also provided Alcala with copies of the pre-FS.

He said a Neda ICC-TB endorsement of the RDC resolution will boost the fast-tracking process of fund release by Koica under its Official Development Assistance (ODA) facility.

The governor wants to be sure on the substance of the project, protection of Albur as site and its environmental impacts.

Experts from the University of the Philippines (UP) on environmental impact assessment revealed that the Albur Sanitary Landfill Project is in fact a mitigation or restoration project.

Dr. Rene Rollon, Director of the Institute of Environmental Science and Meteorology of the College of Science in UP Diliman said that based on findings, the Albur sanitary landfill is not an environmentally critical project nor is it in an environmentally critical area (ECA).

This was established by an 8-man technical working group composed of experts on environmental impact assessment and solid waste management, chemical engineers and hydrologists formed to review the substance and procedures of the landfill project in Albur.

Rollon was joined by fellow member of the TWG, Engr. David Caloza at a Stakeholders’ Forum in Albur on Thursday.

Rollon said that for a sanitary landfill project to be considered environmentally critical, its capacity must reach more than 1,000 tons of garbage daily.

The Albur cluster sanitary landfill is pegged at 12 tons daily.

Caloza, a hydrologist/modeler on contaminant and transport, who visited the project site said groundwater contamination is not likely based on the geotechnical information such as boreholes, resistivity, lab results and results of the vertical transport model of leachate.

In Caloza’s study, seepage is at 3m in 25 years.

He also said the proposed design of the project to prevent seepage to the groundwater is more than adequate.

Both experts agreed that procedurally and substantially, the Albur sanitary landfill application for Environmental Compliance Certificate (ECC) was in order.

Actually, the requisites complied by the project exceeded the requirements, Rollon explained after reviewing the 25 documents handed to the advisory council and after conducting an additional study and site inspection of their own.

The DENR also validated Albur as the best potential site for the project since it fits all criteria on soil formation and topography. Also, it is not a flood-prone area, not in a fault line, not a prime agricultural land and not restricted by local policies such as comprehensive land use.

Gov. Chatto sought the help of the UP Advisory Council following President Noynoy Aquino’s declaration of support for the completion of the project during the latter’s visit in August.

Chatto said the Provincial Government whose policies have been largely research-based wanted a clear re-evaluation of the substance and procedures of the project, its compliance to requirements, and environmental impacts in order to ensure sustainability of the environment.

The governor had in previous meetings expressed importance of protecting Albur as host and site of the project.

Thursday’s forum at the Municipal Gym in Albur hoped to bring all the stakeholders to a consensus on the need for the completion of the project.

Initially constructed under the Philippine Tourism Industry (PTA) and now under the Tourism Infrastructure and Enterprise Zone Authority (TIEZA), the Albur sanitary landfill project has been allocated P140M for the implementation of Phase 2 which will lead to its completion, a pronouncement made by PNoy during his visit to the province.

The members of the TWG on the sanitary landfill project include Dr. Carlo Arcilla, Director of the National Institute of Geological Sciences UP Diliman; Dr. Ma. Antonette Tanchuling, Coordinator of the Environmental Engineering Program of UP Diliman; Dr. Florencio Ballesteros, Jr., Solid Waste Expert at the Environmental Engineering Program; Dr. Analiza Rollon, Chemical Engineer and Wastewater Expert, Dr. Tolentino Moya, Hydrologist – Systems Dynamics Modelling; and Joseph Lalo, Anthropologist/Sociologist.

Carmen Mayor Cheche Toribio de los Reyes is mentioned as possible for the governatorial position.

Sources said the Carmen Mayor is in a very unique and enviable position.

First, she has the money. Lots of it, actually.

Second, she has the will to use her money when necessary.

I completely agree that having money and the will to use them are deadly ingredients in the current state of Philippine elections.

She can also muster other attributes.

She has the energy and vigor to wage a province-wide campaign. She also has the necessary track record as chief executive. It’s just a matter of paradigm shift – from micro to macro management.

Nobody can also question her political charm, which she can fully utilize to her advantage.

The location of Carmen in the political geography of the province also works to her advantage because it is located right smack in the center. She enjoys proximity to all the mayors and barangay leaders of Bohol.

She is practically the spider on a giant political web; something that her opponents can only turn green with envy.

Her gender may also work in her favor. The current crop of female mayors in the province is, generally speaking, doing well. Many female chief executives are displaying admirable qualities in instituting concrete reforms in their respective localities.

The female voters may just end up endorsing one of their kind for the top provincial position next year.

Loboc Mayor Leon Calipusan is also touted as a potential congressionable bet in the 3rd district.

Reliable sources said he is now working his charm to secure the endorsement of the Liberal Party as their congressional bet. The same sources said the chances of getting it is good because the political hierarchy in the national level is looking for somebody other than incumbent Cong. Art Yap.

Yap’s closeness to GMA has been tagged as the main reason for this.

If Mayor Leon can secure the blessings of the LP, I was told there is certainty on his running against Cong. Art Yap.

Presumably, his financial backers are merely waiting for this.

In nearby Panglao town, many are saying they have had enough of Mayor Dodong Alcala and they want to replace him.

Who to choose for?

Actually, there’s plenty. Meaning, more than 1.

There is incumbent Vice Mayor Evangeline Lazaro, sister of former Panglao Mayor Toribio Bon, who just might decide to take a try for the topmost position.

Many are saying her unique position as an active medical practitioner places her in an enviable position of being close to the poor people all the time.

It is common knowledge in Panglao that she is no longer “chummy” with Dodong Alcala.

Then, there’s former municipal kagawad Nila Montero who is also touted as a shoo-in for the mayoralty position. She enjoys close personal and political relations with former Panglao Mayor Doloreich Dumaluan.

She has the necessary resources and more importantly, she has an axe to grind against Dodong Alcala.

Montero and Lazaro are friends though. It is possible that the two would come to some sort of modus Vivendi to ensure a winnable mayoralty bet.

And there is a dark horse.

Former Inabanga Mayor Boy Jumamoy is also touted as another mayoralty candidate of Panglao.

Following his split from wife Royjie, he is no longer staying in the conjugal abode in Inabanga.

Boy Jumamoy is now a resident of Panglao town and seems to nurture some political ambitions.

A source who claims he is familiar with Panglao politics says this 3 or 4-cornered fight is advantageous to Mayor Dodong Alcala.

He is the incumbent so he can also use the resources of the town for this campaign sorties.

The source also said Dodong Alcala’s supporters have proven themselves extremely loyal to him in the past elections. All these plus the casuals and Dodong Alcala will have a very deadly political punch comes the May 11, 2013 elections.

In Corella town, there is no surprise anymore.

Vice Mayor Vito Rapal is definitely aiming to reclaim his mayoralty position against the incumbent Mayor Dodong Tocmo.

Rapal and Tocmo are in each other’s throat over basic issues like water, quarry works, public works projects and graft and corruption.

There are several charges and counter-charges between them and this includes some censurable expletives too.

While they disagree on many policy issues, both agree that to settle the score, they just have to face it out in the next elections.

The voters of the town are up for some very attractive “manna from heaven” during the last days of the campaign period.

For sure, money will flow, and flow profusely.

In Valencia town, there are talks that Vice Governor Conching Lim may decide to just slide down as mayoralty bet.

The huge campaign expense to secure the vice governatorial position has not been “recovered,” sources claimed. There is not much budget in the vice governor’s office.

There are also talks that she is getting upset, distressed and frustrated over the unpaid utang by a political “giant” to the tune of 38 million pesos.

Sources also said she reportedly has had enough of being “used” as financier to some politicians every election time.

All these are pretty good reasons, said my source, for Conching Lim to slide down as mayoralty bet for Valencia.

And who will be her contender?

This early, the name of Ship Capt. Boy Dango has surfaced as possible contender.

Dango ran and lost as vice mayoralty bet in the 2010 elections with retired Air Force General Leo Olegario as his running-mate.

This time, sources told me that Dango has decided it’s the right time to make a bid for the mayoralty position and he appears ready for the battle.

For sure, the extent of his preparation will be known during the campaign period.

Former city Liga ng mga Barangay President Faro Cabalit got a sharp whack last Friday when newly elected Liga President Pepot Besas lambasted him in his privilege speech.

Why Cabalit should insists in Besas having confirmation from the national Liga when this is not required for getting an ex-officio membership in the city sanggunian under the Local Government Code or even in the Liga by laws?

This, in gist, was what Besas said in his speech.

Now, now, there are actually two contentions here.

Faro Cabalit’s notion has something to do with his removal from office as city Liga president.

He said his removal was illegal because under the Liga by-laws, the grounds for removal are specified.

Loss of confidence, he said, is not among the grounds. When Cabalit was ousted in a special election August of last year, loss of confidence was cited as ground.

Besas’ citation last Friday has nothing to do with removal of Liga President.

It has something to do with assumption as ex-officio member of the sanggunian.

An opinion from former DILG secretary Ronaldo Puno said the constitution and by-laws of the Liga or the Election Code does not require the confirmation by the national Liga board before a duly elected Liga president of the municipality or provincial/city can assume as ex-officio member of the Sanggunian concerned.

This puts in the sidelines Cabalit’s insistence that pending confirmation from the national Liga, Besas cannot legally assume the position of ex-officio member in the city sanggunian.

There is no more legal or factual basis for Cabalit to continue staying in the Liga office in the city hall.

There is one observation here worth mentioning.

While Faro Cabalit is questioning the legality of his ouster and Besas’ election, the problem here is that he has not filed any complaint before the national or even in the provincial Liga.

His complaint was more in the local media than in the forum where it counts the most.

He was more into publicity than submitting his issues before the proper forum.

This, I think, is the problem with Faro Cabalit’s case.

If this project pushes thru, the woes of our ordinary Boholanos in the aspect of land management become a thing of the past. Land titles would already be issued to landowners at a very minimal cost. It does not only increase the zonal valuation of their respective landholdings. Definitely, boundary disputes are minimized to the lowest level.

Landowners may now already be interested in the development of their respective landholdings. Their titled lot can now be made as collaterals for loans with banking institutions if only to come up with backyard projects for the family.

Taking cue from the complaint, the Sangguniang Panlalawigan, by way of an en masse motion, adopted a resolution addressed to all oil companies in Manila for the reduction of oil prices in the entire province of Bohol. The same resolution also asked representatives from the same oil companies in Manila to attend in one of the Pre Session meetings of the provincial lawmaking body for them to clear matters of general concern in the province.
